FS/GR Rule Changes for 1999

Article 11: Medical services
1 The length of Injury Time is at the discretion of the Medical Doctor and
 the total length of time is unlimited. The length of the injury time will
 be determined by the doctor.
2 If there is no Medical Doctor available the match Referee has the
 authority of the Medical Doctor to permit only 2 minutes of injury time.
3 Internationally, If there is no FILA Medical Doctor present, the FILA
 Delegate, or FIIA Nominated Referee has the power to make the decision of
 time limit.
4 All cases, must be evaluated by a neutral Medical Doctor not involved in
 that weight class.

Article 22: Weigh-in
1 The wrestler must wear a singlet during weigh-in, no shoes will be
 permitted. This is for both men and women.
2 There will be no tolerance given for the weight of the singlet.

Article 30: Duration of the match
1 Schoolboys and Cadets will compete for 2 minutes, 30 seconds rest, 2
 minutes. Schoolboys and Cadets overtime will compete for 3 minutes.
 Countries will be polled to change this to 2 minutes.
2 Juniors and Seniors will compete for 3 minutes, 30 seconds rest, 3
 minutes. Both Junior and Senior overtime will compete for 3 minutes

Article 36: Stoppage of the match
Sound the Whistle!
1 If the wrestlers go out of bounds on their feet. Sound the whistle and the
 wrestlers return to the center of the mat on their feet.
2 A throw occurs out of bounds and there is no score. Sound the whistle and
 the wrestlers return to the center of the mat on their feet.
3 From their feet to control (1-2-3-5) points.as they go out of bounds.
 Sound the whistle and the wrestlers return to the center of the mat in par
 terre.
4 One competitor executes a slipped throw while the other competitor remains
 standing. Sound the whistle and both wrestlers are returned to their feet
 in the center of the mat.
5 One competitor executes a slipped throw out of bounds and the other
 competitor immediately follows him to the mat. Sound the whistle and both
 wrestlers are returned to the center of the mat with the "slipper" in the
 bottom par terre.
6 One competitor executes a throw and lands in an instantaneous "touche" out
 of bounds. Sound the whistle and both wrestlers are returned to the center
 o the mat with the competitor in the bottom par terre position.
7 While in the parterre position the wrestlers execute a body lock and roll
 (Gut Wrench for a 2 - 2 score) witt action ending out of bounds. Soun( the
 whistle and both wrestlers ar returned to the center of the mat witt the
 competitor that scored last in th top par terre position.
8 There may be no counters out of bounds by either competitor. There may be
 no score. Sound the whistle
and the wrestlers return to the center of the mat on their feet.
9 There can be no points scored if the wrestlers remain on their feet going
 out of bounds.
10 When a score occurs by either attacking competitor as they go out of
 bounds. Sound the whistle and the
wrestlers return to the center of the mat with the wrestlers in par terre.

Article 37: Victories
Fall (Pin) is now worth 5 Classification Points. 10 Point Difference-The
 competitor ahead by 10 points will be
asked if (he or she) wishes to continue the match to try for the fall, or
 end the match at that point.
Countries will be polled on this issue. In the new pairing system for
 placement the fall is extremely important.

Article 40: Evaluation of holds
1 On all slipped throws wrestling continues with the top wrestler remaining
 in control. There will be no points
scored by the top wrestler for that control.
2 When a body lock and turn (Gut Wrench) occurs, and points are scored as
 motion goes out of bounds. The wrestlers return to the center of the mat
 with the bottom competitor still in par terre. The top competitor may
again score a body lock and turn (Gut Wrench) for 1 or 2 points.
3 Every interruption of the competition in a match cleans the slate of any
 previous par terre score restrictions.
This will allow new par terre scores by either the leg lace or gut-wrench.

Article 57: Freestyle and  Greco Roman clinch
(0-0 Score at the end of the first period)
1 The clinch or standing body lock must occur if no points have been scored
 at the end of the first period. Choice of the first lock will be determined
 by the winner of the flip of a Blue and Red colored Disk. The disk must
 fall directly to the mat to determine the color with the choice. The
 winning wrestler must place one arm under the opponent's shoulder, and the
 other over the opponent's arm between the elbow and the shoulder. Hands
 must be locked behind and in the middle of the back. Breaking contact
 (hands) by either wrestler with an accompanying score-There is no penalty
 for that action. Breaking contact (hands) by either wrestler without an
 accompanying score-There is a Caution + 1 point + Choice of position in par
 terre. If both wrestlers release at the same time, the referee must make a
 decision as to which wrestler released first. This wrestler will then be
 penalized by a Caution + 1 point + Choice of position in par terre by the
 opponent. If the clinch is maintained for the entire (2 or 3) minute period
 and the competition ends with the score 0 - 0. There is no overtime and
 both wrestlers lose the match. If the wrestlers maintain the clinch and go
 out of bounds, the official may restart them in the clinch in the center of
 the mat or ask for a Caution + 1 point against one of the wrestlers for
 fleeing the mat. Refusal by the second wrestler to make contact in the
 clinch position will result in a Caution + 2 points + Choice of position in
 par terre by the offended wrestler.
2 As soon as 1 point is scored in either the first or second period by
 either wrestler the clinch requirement ends.
3 There may (will) be only 1 clinch situation per match.
4 The only problem with the clinch position is the difference in height of
 the contestants within the heavier weight classes.

Article 59: Illegal holds
1 Greco Roman - When the Red wrestler lifts the Blue wrestler from the mat,
 the Blue wrestler may not lift his leg to counter the throw. Definition of
 fromthe mat: This occurs when four points are down on the mat. (Both arms
 and both legs must be in contact with the mat surface). Lifting of the leg
 by the Blue wrestler, if there is no score, will result in a Caution + 2
 points + Choice of par terre position by the Red wrestler. Lifting of the
 leg by the Blue wrestler, if there is a score, will result in a Caution + 1
 point + Choice of par terre position by the Red wrestler.
2 Greco Roman - When the Red wrestler attempts a body lock and turn (gut
 wrench), the Blue wrestler may not lift his leg to counter the throw.
 Lifting of the leg by the Blue wrestler , if there is no score, will result
 in a Caution + 2 points + Choice of par terre position by the Red wrestler.
 Lifting of the leg by the Blue wrestler , if there is a score, will result
 in a Caution + 1 point + Choice of par terre position by the Red wrestler.

Article 63: Protests
1 If a match is overturned a new match will then be wrestled. The following
 formula will be followed in the 2nd match. The Best Chairman, the Best
 Referee, and the Best Judge will be used with FILA Instructors at mat side.
 There will be no protest allowed of the second match.
2 Ties, Pins (Falls) as a result of the competition-the match will not be
 overturned
3 The entire match will be reviewed not just the protested action.

Article 66: Weigh-in
(Men and Women)
1 The athletes must be clean shaven everyday.
2 Singlets may not be removed (taken off) to make the weight class.

Article 67: Length of match (Men and Women)
1 During the 30 second break, there may be 2 coaches in the wrestler's
 corner. The wrestlers must return to the center of the mat after the break
 as dry as he/she was at the beginning of the match.
2 The break starts immediately at the end of the first 2 (Cadets) or 3
 minute period.

Article 4: Competition system
1 The pools will normally contain 3 or 4 wrestlers depending upon the number
 entries. If there are only 5 wrestlers, they will all be in one pool with a
 total of 5 wrestlers.
2 A wrestler may lose a match and still win the pool.
3 If two wrestlers are tied within the pool for placement, first is head to
 head competition, second is the total number of technical points, third is
 the total number of warnings or cautions, fourth is the number of
 passivities.
